Title I and Migrant Education

Title I is a federal program that provides funds to school districts and schools with high numbers or high percentages of children who are disadvantaged to support a variety of services. Its overall purpose is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments. The program contains provisions for ensuring that disadvantaged children enrolled in private schools also benefit from the academic enrichment services funded with Title I, Part A funds.

Title I Migrant education is a federally-funded program that assists selected local school districts in providing supplemental education services needed by migratory children. The program helps children develop oral and written language, and other communication skills. It also focuses on reading, mathematics, and other core subjects to improve student achievement. Coordinated supportive services may also be provided.

The three-part goal of the Elementary and Secondary Education Act's (ESEA's) Title I, Part D, Prevention and Intervention Programs for Children and Youth Who are Neglected, Delinquent, or At-Risk (N or D), is to:

• Improve educational services for children and youth who are N or D so that they have the opportunity to meet challenging State Academic content and achievement standards;
• Provide children and youth who are N or D with services so that they can successfully transition from institutionalization to further education or employment; and
• Prevent youth from dropping out of school and provide youth who have dropped out and youth returning from correctional facilities with a support system to ensure their continued education.

The Part D program serves students in various settings, including those who reside in juvenile detention facilities and juvenile and adult correctional facilities, those residing in facilities for youth who are neglected, and those attending programs directed at preventing school dropout and/or delinquent involvement. 

The following sites are served under the Title I Part D- Neglected, Delinquent Grant:

The purpose of Title II, Part A is to increase the academic achievement of all students by helping schools and districts improve teacher and principal quality and ensure that all teachers are highly qualified.

The purpose of Student Support and Academic Enrichment is to improve student academic achievement by increasing the capacity of Collier County Public Schools in the following areas by:

• providing all students with access to a well-rounded education,
• improving school conditions for student learnings to support safe and healthy students, and
• improving the use of technology in order to advance digital literacy of all students.

The McKinney-Vento Education Program is offered to all students enrolled in the Collier County Public School District who meet the definition of homeless under the McKinney-Vento Assistance Act reauthorized in 2002. It defines homeless children as families in transition, who lack a fixed, regular, or adequate nighttime residence. Also In addition, a child who is not in the physical custody of a parent or guardian is considered an “unaccompanied youth” under the McKinney-Vento Act. A child may qualify as homeless if the child is:

• Living in a “doubled-up” situation (two or more families living together) due to the family’s loss of housing, economic hardship or a similar reason
• Living in a temporary arrangement due to the lack of adequate accommodations (e.g., car, motel, hotel, trailer park or camping grounds, or public place)
• Living in an emergency or transition shelter
• Living with a family member, or a non-family member, who is not the legal guardian of the child
• Living in a nighttime residence, not under the name of the parent or legal guardian 

The ultimate goal of the McKinney-Vento Act is to remove barriers that might otherwise prevent students experiencing homelessness from enrolling, attending and succeeding in school.
