Title I - Part A (Basic)

Title I is a federal program that provides funds to school districts and schools with high numbers or high percentages of children who are disadvantaged to support a variety of services. Its overall purpose is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments. The program contains provisions for ensuring that disadvantaged children enrolled in private schools also benefit from the academic enrichment services funded with Title I, Part A funds.

School Improvement Grants

School Improvement funding under Section 1003 of Title I of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each state educational agency (SEA) to reserve the greater of 7% of its Title I, Part A allocation or the amount it received for school improvement in fiscal year 2016. These funds are used to make subgrants to local educational agencies (LEAs) with schools identified for Comprehensive Support and Improvement (CSI) or Targeted Support and Improvement (TSI). LEAs must demonstrate the greatest need for the funds and the strongest commitment to using them to implement evidence-based interventions that substantially improve student outcomes in their lowest-performing schools.

Funds may be used for activities such as professional development, extended learning time, family engagement, and other strategies aligned with the school’s improvement plan.
